Building infrastructure for next-generation travel documents

In a constantly changing environment, it is important to have an infrastructure that is able to support both current and future implementations of security protocols. Next-generation documents shall in the future include advanced security controls and mechanisms such as Extended Access Control (EAC), Password Authenticated Connection Establishment (PACE), and Restricted Identification (RI). In addition, it can be expected that new features will be added to replace older ones.

The usage of such cryptographic protocols (both during the issuance and verification processes) requires a robust infrastructure that is cost effective, future proof, aligned with best practices, secure and reliable. This presentation highlights some of the requirements for such an infrastructure along with some practical considerations encountered during implementation.

Our presentation starts by examining some of the security controls present in current and next generation documents. We then examine some of the infrastructure requirements that would be necessary to issue and verify them. We present a model that provides a balance between security, cost and usability. With the current economic climate, special focus is given to the implementation of cost effective and long lasting adaptable solutions.

The highlights presented are based on the experiences derived from the implementation of infrastructure components for a variety of national travel document infrastructure projects.
